Best guess...Park is closed for the day. A) no bathrooms. B) not every food service location has the ability to boil water, and employees need to wash their hands (can't do that with dirty water) C) If the pop machines run the way I think they do, they mix tap water with CO2 and then the syrup. So there is nothing but bottled items to drink.
Too many problems, so the park would probably close.

Soak City does not use city water after the pools are filled. The pools and slides are filled and treated with chemicals just like any other pool, they are not always refilled.
I doubt the park would close. I've had several water main breaks in my area and it wasn't so bad. Some low water pressure, but they fixed the leak quickly. The major mall close by, including the food court, stayed open during the problem. The water tower at CP probably has enough water in it to get the park through a water main break.
As far as the soda fountains, would the filters on them work well enough to take the place of boiling water?

I think you hit the big factor though, how long before its fixed. If its only going to be a couple hours, there's probably no need to close. If its going to be at least a day, it may end up being a judgment call from park ops.
