Mantis promo video

I can't seem to decide if the scientist in the Mantis promo video is Robert Picardo, known for his role as the holographic doctor in Star Trek: Voyager. Anyone able to tell me if that is him or if my eyes are playing tricks on me.

No, I don't think that is him, but I have seen that scientist somewhere before.
