Because it doesn't need to. There's more clearance between the bottom of the train and the floor on Wicked Twister than there is on Raptor. Just a difference in design really.

Why doesn't the floor lower on Tatsu?
Here are my guesses:
1) They don't want to have the expense to install it and maintain it
or
2) It's not needed because of the way the seats are configured

Wicked Twister's train is high enough above the ground that there is no chance of contact (people's feet) on the ground. When I sit in Raptor, my feet can touch so it has to lower because it isn't as high off the ground. Also, when the floor lowers the guard rain infront of the train goes down and allows the train to leave the station.

I would highly doubt that these floors would go up on their own. I'd assume they would be locked into position.
I real reason Wicked Twister doesn't have a lowering floor is because it simply doesn't need it. The angle at which your upper leg is to your hip is high enough so that your feet won't touch the ground, even with the raised padding.

About maXair's floor....when it fails, it always fails in the down position so they could have deisgned WT with a fail safe floor, but like most others have said here, it really isn't necessary. We rarely ever had a problem with peopl's feet touching the floor.
That padding under the train wasn't originally there, they had to had it because the train was too high. If people's feet though the floor while sitting in the train, they just can't ride.
