I heard there is a memorial or some sort where Knute Rockne created the football pass on the beach. Could someone help me out?

I asked this one time so I can help. The sign is on the beach by Soak City. It tells all about the pass on the sign. Sorry I can't remember the person who was with him.

The plaque is attached to the original Soak City Bath House, right next the the main Soak City entrance.
