They have the ride open in may because they like to watch morons shivering and then see them run in line for Skyhawk and try to dry off.....

This was also done last year. I think it is done so that people know it is closed for the season as opposed to a few hours or so.

Sadly I've seen this too many times. I went to Kings Island once, when it was raining and mid-40's, and I saw a guy marathoning Amazon Falls (now Congo Falls). Granted that's certainly not enough to keep those rides open. I'm just saying there are definitely people dumb enough to ride them.

^The key phrase in your discription was that it was raining, if its raining enough and yet not cold enough that it stopped me from going to a park, I could be that guy (well I wouldnt marathon it for too long, maybe 2-3 times) because: Im already wet, so why not? If its not raining though, there is no way I will ride a water ride if its below 75 degrees, and usually not below 80.
One thing i noticed when looking at the webcam is that SNF is still filled. I figured if the ride was closed for the season they would drain it. I dont think it would be connected with WWC because it is closed from CS. Im a little confused here.

Why would they drain it? It looks better filled. If they were to leave it drained for the rest of the season, it would look a little too Six Flag-ish (or Geauga Lake-ish, depending on your perspective).

I wonder if they could put in some dry ice and make it all foggy in the water. I have seen people do it with swimming pools with dry ice and liquid nitrogen. I know it would be expensive but, it would be great because it would also spill over into the midway and give a really cool effect.

No doubt there would be some crazy people who would ride it if it were open. Certainly not enough to justify the operating cost though. I think the ride used to be open on Sept. weekends though.
I've seen some pretty cool blood red colored water in a few Six Flags parks. Would CP consider a bloody Snake River Falls basin too gory for their tastes?

Its not that deep either. Kennywood has glowing water in a small pond that someone walks around in. I think it would be a cool effect to turn it into like a swamp and have screamsters in it.
