I'm planning my visit to Cedar Point, and my brother is just about at the 54" mark, give or take about a millimeter.
Is there a height checking place where he can get a wristband so that he avoids being rejected from Mantis or Raptor?
Also, do the Cedar Point employees check heights at the station in addition to at the entrance of a ride, meaning that we would risk getting a rejection at the station after waiting in line for the ride? (Meaning that the person at the entrance said he was good to go, but the station remeasured and rejected him. This happens at Six Flags all the time.)
If you go to Park Operations or the Town Hall Museum, they can get your brother a wrist band. Ride hosts will not check his height unless he looks less than is stated on the wristband. So don't try and stuff his shoes or anything because the ride hosts will find out.
Most rides do not have an entrance position, so the only person who would reject him is in the station.

So if my brother is about 54", is it likely that they will take the time to measure him in the station, or do they just run past carelessly like at Six Flags, with only a select few diligent employees that will take the time to measure and reject people? Also, if he gets the wristband and is still measured, and he is very close to being 54", will they still let him on?
Cedar Fair is very big on safety (probably the most precautionary of any amusement chain), so if he is even a 1/8 inch to short, don't expect the ride hosts to let him ride.
-The ride hosts will most likely measure him. I have seen multiple ride hosts on Raptor check a single person just to make sure the patron is the right height.
-They will not give him a 54" wristband unless he is exactly the height of the height stanchions. Don't try using any extra inserts in the shoes either because they will make him take his shoes off.
