Before Wicked Twister, there was a fence along the beach anyway (even back when Kid Arthurs court was there). It was all concrete all the way to the fence and there were benches by the fences so you could sit and watch Lake Erie. You could never walk on the beach by DT from the park. You always had to exit the Ocean Motion gate, and yes at the time, it was the employee beach.
The employee beach was from the Coral courtyard to DT. Before the Coral courtyard was for hotel guests. You could only go as far as DT because after that it was supposed to be "private beach". After park hours, employees could exit using the gate between the Aqatic stadium and where Wicked is now.

You can walk there. As of now its just used as a barrier for when they have jetski rental and parisailing. I mean if they don't want you walking there they can always just tap you and ask you to go onto the other side. I don't see why it would be such a big deal. On the other hand, those could just be there because they dont want to disturb the sand by taking them down.

Most people at Twister are instructed that if anybody is on that beach it is considered a low zone and is not for guests to be in. It doesn't matter as much if people are near the water edge, but it DOES matter when people take their metal detectors and go to the front and back of the ride to gather up the loose change. We do go out there on occasion to pick most of the change up for the children's fund, and so in essence it's stealing from poor and hungry children, but the guideline is there more so for the people's safety.
Think of how much it would hurt for a shoe in the first row (say approx 210 feet or so high) to come off and hit someone combing the beach. (See also: Camera's, Cell phones, Walkie Talkies, hidden water bottles, et al.) It has a chance to hurt, and I applaud Cedar Point for thinking ahead and not just taking the fence out when they closed the employee beach. They thought ahead, planned, and said to themselves, "If we keep the fence there and people follow it, it's sufficient for the safety of the ride and the safety of all our guests." (Obviously that's my take on it, but security can and will be called for people loitering under either spike)
Our entire group at CosterCon last year got to go over the fence. The official group picture was taken so WT, Dragster, and the rest of the park was in the background. The picture was in the last Rollercoaster! magazine, but I dont know if it is online.
Took forever to get everyone out there and coming back there was a bottleneck at the only place to jump over the fence.
