That's amusing. "The only logical explanation." Sandusky has a really active coal dock. It was most likely going to the dock to unload or load coal. But sometimes freighters go to the docks and unload salt for the winter. The "crane" is a self-unloading conveyor boom. It unloads the freighter so cranes and other equipment don't have to like on the old straight-deckers.
