At Michigan Stadium, you're allowed to resell tickets as many times as you want, but there are conditions. You can sell for face value or less, but not a penny over. I've seen many a scalpers relieved of their tickets by cops... especially toward the end of the season when the games are better and tickets are worth more to fans.
I sold a ticket to the UofM vs. Wisconsin game for a whopping $20 last week in front of the stadium.
I would imagine that there are concrete rules somewhere but there seems to be so many variations of them that maybe they're more just a set of guidelines.
I wonder how StubHub resells all those tickets all over the nation... hmm...

My theories on StubHub -
1.) it's not out in public on the street, no one sees it happening so it's overlooked?
2.) The municipalities that have banned private ticket sales have no jurisdiction on the internet?
or
3.) Since it's kind of a "forum", perhaps there's a loophole to make them private sales, because you're selling them to a "friend"?

^^ Most of the time, its just the sale INSIDE the community. So while its illegal to sell Wings tickets on the street outside the Joe, it is not illegal to sell them over the internet (though any source).
It is still illegal to sell them above face though. However there are many ways around this like my Ebay favorite: "Buy this wonderful University of Michigan eraser and I'll throw in these tickets for UM/OSU for free."

I had someone give me their extra tickets once, and another time I also did the same. Pay it forward and such. :)
Just give them away.... word of advice from experience.
Otherwise you may end up with more than you bargained for, and trust me, just because you don't see anyone watching you doesn't mean they aren't.
I also like the people on eBay that has $120 shipping on 2 tickets. :) And I guarantee they aren't arriving in gold crates.
My old man gave out free tickets once when we had extras. I'm sure it made the peoples day. Give them away, honestly.
This is too funny not to share. Earlier today I was at the McDonald's on the causeway. I'd just gotten off work, so I was still in my uniform and still wearing my nametag. As I got out of my car, some dude came up to me and tried to sell me CP tickets for $15 each. Even after pointing out the obvious, he still tried two more times to get me to buy them. :)
