The main channel into Sandusky Bay goes right by the Sandcastle and the Breakwater Cafe. The boat you saw was a dredge used to keep the channel deep for freighters and other deep draft boats that make there way in and out of Sandusky Bay.
...after all, water levels are at an all time low, aren't they?
