The FF (Finance Folks) probably look at the modern casino process with slot machines. They can and do take yer bills, but no coins anymore. And they ONLY issue vouchers which you then have to go to the window to turn them into pictures of dead presidents (also Franklin and Hamilton (and Tubman in the near future)) and coins.

By having only a few places with cash, control becomes much simpler. Total amounts of cash "in the open" is reduced and hence theft.

So, I suspect that the idea is that the Cash Control end becomes streamlined and "safer". Tips can also be monitored... big brother?
