The other one I am familiar with is Traveland which is out by SR 2 and SR 101.
From a convenience standpoint, Bayshore would be the way to go. I would not consider either of the campgrounds "rustic".

There are no 'rustic' campgrounds anywhere near Sandusky. However for a campground that will enforce the quiet hours go to East Harbor State Park. It is not rustic, it is a large and sometimes crowded campground, but the park police enforce the rules. It is at the most a half hour drive from CP. We enjoy driving through Sandusky in the morning (and the evening too) and bypass the throngs of cars on the main road.
A nice sidelight to staying there - you can go out to the lake and have a nice picnic dinner along the shore.
Oh and the cost for camping is much less than you will pay at a private campground closer to CP.
