Its probably not COTS but something their website support company developed for them.

Yes, but you could always contact the developer (I'm sure you could find that info somewhere) and ask about purchasing the package. Probably won't be cheap though.

Most everything on that site is home-grown by the development shop that does the site. Commercial sites don't generally use haX0rz PHP scriptz!!!!11
