Are these inside supports for a stairway/elevator
Not sure if its been said, but these look like they must be for a stairway and/or elevator, since there doesnt look like any other way to get to the catwalks.
Yes, probably for a ladder. There is a footing directly underneath that lines up perfectly.

Actually, I think that it would be much more effective to put in an elevator there. Think about climbing 300+ feet of vertical ladder!

Speaking of catwalks, can anyone speculate what needs to be inspected so often to make a catwalk necessary? It just seems like there is track on the tower, nothing else. Yet, there are at least three catwalks going the width of the tower. Xcelerator doesn't have these, does it?

Xcelerator has WT-type towers. I do know that there is a catwalk on top of WT's towers. I'm not sure if they're on Xcelerator.

They are probably to watch for stress fractures, Intiman has never used type of single tower configuration yet.
Probably for visual inspections. Every morning MF is inspected, with the track actuall walked. I don't know if this will be possible with the track being vertical so they may just have to look at it from those catwalks.
