Perhaps they are limiting the number of riders on the river for safety reasons. A river that is congested with tubes lowers visibility for the lifeguards stationed periodically along the river. I’d guess they are charged with not only observing riders but also scanning the bottom of the river at all times to make sure no one has slipped below the surface. This would be especially necessary if they allow swimmers as well as tubers. Fewer tubers also means easier and quicker access to every spot along the river should they need to go in after someone.

I’m not much of a water park visitor, but I remember back in the day Kings Island’s river was one trip only with a single access point and it might still be. Once a rider had completed the circuit they had to get out and leave their tube floating along for the next person in line. For a re-ride they had to enter the queue and wait again. The downside was that it eliminated the all-day float for those that are into that, but the upside is no one suffered the inconvenience of having to shark for a tube or fight over one. And the guards always know how many people are in the river at one time.

I don’t work there, but this makes logical sense to me. And that, Marvin Gaye, may be “what is going on.”

Uncharacteristicly we only made it to CPS once last season so did not experience those issues. But to many tubes on the river make it less lazy and more like a dodge car pileup.

Speaking of upcharge for tubes, SFSTL does this and it works out great IMO, $8/day or $30 all season. The river has two entrances one for rental tubes and you can ride unlimited the other is for courtesy tubes and only one trip around and access is controlled by an associate instead of the chaotic sharkfest at CF parks. The rental tubes are much better and bigger than the courtesy and you don’t need to wait for a courtesy tube at a slide.

In general KI allows unlimited rides around but apparently reserves to right to limit to once on busy days. We only attend on weekdays so have not experienced this.

In the past at Soak City, during slower times with minimal staffing the lifeguards would "group" guests together and follow them along the river to a certain point and then hand them off to another lifeguard which would repeat the process until the end. When this would happen the lifeguard at the entrance to the river would hold guests there until a group would exit or until the first lifeguard was available again. This could be the issue you experienced as I can't think of any other reason why it would happen.
