Any space spiral ops out there?

Hello, I know that this is probably an udderly stupid question in your eyes, but why don't they park the Space Spiral car at the bottom of the tower?

What IS the air-speed velocity of an African swallow?

I'm not a Space Spiral op, but they park it in the middle so it will be in line with its counterweight inside the tower.
