I know that the old Euclid Beach Park in Cleveland had a huge pier that went out into the lake, but it was a maintenance nightmare. As the years went on, the pier grew shorter and shorter (by the park's doing). The problem, which has been stated before is ICE. For those of you who don't live near Lake Erie or any other great lake, the ice on the lake gets thick enough to support the wieght of cars. Once this ice breaks up and starts to move around, it will tear apart anything in it's path. Knowing this, why would Cedar Point build anything in the lake, knowing that every year, it will be seriously damaged by ice flows. It is a great idea, just ludricous from a maintenance standpoint.
