I don't think there is an Ohio law about being 21.
I was ready to make my Breakers reservations a week ago. I called and talked to the clerk, and she asked me if I was under 21, and I said yes. Then she asked if I was coming with family or a group of friends, and I said a group of friends. After that she told me she could not reserve a room unless I was 21. I am 16, my friend is 18, and my other friend is 20. We went at the end of last season, and stayed at Breakers twice. I had no problem making reservations. When I got there, she asked for my ID, I showed it to her and she had to call home and make sure it was OK with my owners that I was there. After that I had to sign a paper saying that I would pay for anything damaged and that security would be monitoring the room.
I didn't mind at all, and I appreciate them being so cooperative and nice. The thing that gets me is that they will not let me make reservations this year.
Although, Hotel Breakers' Rule is that you must be 21 to check in, from what I understand.
